In 1978 he graduated with honors from the Pirogov Russian National
Research Medical University, where he was trained in clinical residency in surgery. He worked as a doctor and in senior positions in health care institutions of the Orenburg, Vladimir and Moscow regions, in the Main Department of health and the Ministry of health of the Moscow region.

Vladimir Solodkiy has been dealing with the problems of management and organization of health care for 20 years. Under his leadership and with direct participation in the Moscow region, an experimental development and implementation of a new economic mechanism in health care was carried out, a regulatory framework for compulsory medical insurance of the population of the Moscow region was formed and introduced, an original system of tariff regulation of payment for medical care, a system of standards for budgetary provision of health care costs was developed and implemented.

Vladimir Solodkiy actively participated in the formation of the regulatory framework of Federal scientific medical institutions under the programs of state guarantees of providing the population with free medical care, the development of modern approaches to the planning and financing of high-tech medical care in Federal scientific medical institutions, was engaged in the problems of the introduction of methods of economic analysis and program-targeted financing in the practice of Federal scientific medical institutions.

Vladimir Solodkiy worked as a part-time Professor of the Department of medical insurance of I.M. Sechenov First Moscow State Medical University (Sechenov University) is a member of the Dissertation Council at the Central research Institute of health care organization and Informatization of Roszdrav of Russia.

In 2005, he was elected a corresponding member of the Russian Academy of medical Sciences with a degree in health Economics. Development of personalized approaches to the development of diagnostic and therapeutic tactics in the combined, drug and radiation treatment of local and common forms of cancer of various organs, including hereditary forms. Improvement of methods of rehabilitation of patients after cancer operations.
