
Born on November 14, 1961 in Elizovo, Kamchatka, in the family of a soldier.
In 1984 he graduated with honors from the medical faculty of the Sechenov Univercity.
In 1984-1988 he studied in residency and postgraduate all-Union cardiology research center of the Academy of medical Sciences of the USSR (now – Federal state Autonomous institution national medical research center of cardiology of the Ministry of health of the Russian Federation). From 1989 to 2008 he worked in the Department of tomography of the same institution as a researcher (from 2005 - a leading researcher).
Since 2008 works as the head of the center of radiation diagnostics Federal state Autonomous institution "Treatment and rehabilitation center" of the Ministry of health of the Russian Federation.
In 1989 he defended his PhD, and in 1996 – doctoral thesis on ciphers "radiation diagnosis and therapy" and "cardiology". In 1999 he was awarded the title of Professor in the Department of radiology and radiotherapy. From 1998 to 2008 he worked (part-time) as a Professor of the Department of radiology and therapy of the Moscow medical Academy named After I. M. Sechenov.
Since 2006 he has been leading the course of radiology at the faculty of fundamental medicine of Moscow state University. M. V. Lomonosov, since 2009 is (part-time) Professor in the Department of radiation diagnostics at the RUSSIAN MEDICAL ACADEMY of continuing PROFESSIONAL EDUCATION.
Since 2016, he has been President of the Russian Society of Roentgenologists and Radiologists (RAR). He was President of the ROR Congress in 2016.
President of the European Congress of radiologists (ECR) in 2014, member of the Board of Directors of the European society of Radiologists (ESR) from 2011 to 2104.
From 2011 to 2014 he was President of the European society for cardiovascular radiology (ESCR).

He is the author and co-author of more than 400 works in the domestic and foreign press, 13 monographs, 2 textbooks on radiology.
Under the guidance of Professor Sinitsyn 34 candidate and 4 doctoral theses were defended.
He is one of the pioneers in the development of magnetic resonance imaging, computed tomography of the heart and blood vessels in our country. The field of scientific and practical interests of Professor Sinitsyn covers radiation diagnosis of heart and vascular diseases, lungs and mediastinum, abdominal organs, kidney disease and prostate. He is also known for his work in the field of contrast media, teleradiology, medical Informatics. Actively engaged in the education of students, residents, graduate students and postgraduate training of doctors.
Professor Sinitsyn was awarded the title of laureate of the State prize of the Russian Federation in the field of science and technology for his services to the national health care.
